NEW DELHI, India (Reuters) - India gave a guarded welcome on Monday to the unilateral declaration of a three-month cease-fire by a pro-Pakistan Kashmiri militant group, saying it was watching the situation closely. "We have noted the announcement made by the Hizbul Mujahideen regarding a unilateral cease-fire for three months in Jammu and Kashmir," a Home Ministry spokesman said in a statement. "Any move which points towards peace is welcome." "Government, however, will be watching the situation closely and make its assessment later. We are in touch with the state government," he said. The statement came after the Press Trust of India (PTI) reported from Srinagar that a spokesman for the group had declared the cease-fire. Hizbul Mujahideen has been one of the frontline militant groups, drawing its fighters mostly from the youth of Jammu and Kashmir State. Some militant groups have strong contingents of mercenaries from Pakistan and other Muslim countries. Indian analysts said Pakistan might have put pressure on the group. Pakistan's military ruler Pervez Musharraf has signaled a readiness to hold talks with India. Pakistan denies Indian charges that it arms separatists in Kashmir, over which it has fought two wars with India. More than 30'000 people have been killed in the 10-year-old rebellion.
The governments of both India and Pakistan have provided proof positive to the State Departments of Canberra, Washington and Wellington that the rogue militant faction Hizbul Mujahideen has no intention of honoring their cease-fire initiative. In reality they are using this cease-fire as a ruse to advance their political will in the region by taking and holding several strategic geographical areas. If they succeed, the operation will allow them to further project their power in the region and further destabilize an already precarious political and military situation. Indeed, Pakistan's readiness to hold peace talks with India could be threatened. Hizbul Mujahideen plan to employ an outlaw group of mercenaries made up of former Australasian SASR TAG/OAG trained SpecOps personnel known as the Australasian Insurgency Force (*AIF*). *AIF* has been engaged in the training of the Mujahideen militant groups. Additionally, *AIF* has been providing physical security and planning attacks and insurgent operations for the militants. The US State Department views the involvement of *AIF* in the Kashmir conflict an embarrassment to the Allied International Policy position. As a result, it has committed to assist the Pakistani and Indian government’s with a military solution before the problem becomes a large-scale international incident. =1FS= has been alerted to deploy to Kashmir to deal with the problem. =1FS= must eliminate the opposition and hold the strategic key positions like a vicious pit-bull holds its victims. The politics dictate that the "Australasian problem" be handled by a “Charlie heavy” action. 
Objective Engage and eliminate the mercenary force at the strategic sites where the rebels plan to establish a military presence. By destroying *AIF* before the Mujahideen can launch any more attacks, the allies will not be tied to the actions of the Mujahideen insurgents through their intermediaries, Australasian Insurgency Force.
Intelligence Reports CIA with SASR reports that *AIF* is a collection of former SASR TAG/OAG SpecOps trained operators. They are reputed to be without mercy or morals in achieving their goals. Several have actual “Black Ops” combat experience in Indonesia, East Timor, Sri Lanka, the Middle East and of course, Kashmir.

After Action Report Mission failed. OPPFOR victorious.

The political landscape changed dramatically as the engagement began. =1FS= took and held the first objective valiently, and met the established objectives. But the exhausted politicians declared the engagement a victory for the OPPFOR. As a result, =1FS= was forced to engage the enemy in a second battle knowing that the political landscape prevented anything more than a moral victory. Out maneuvered by the
opposition, Charlie Team engaged in applying retrograde maneuvers in order to take as much time and inflict as many casualties as possible on the enemy.

The enemy, did not meet their objectives as a result of the harrassment =1FS= served up. Pakistan and India have decided to go ahead with talks regardless.
